  1. 1Create a new application on the Legazpi City website under Online Services, then submit the documentary requirements to the Office of the Building Official at the City Engineer's Office.

    The office then

    1. OBO staff evaluate and forward the application to Zoning Division staff through eTRACS. Zoning Division staff acknowledge it. If it is incomplete or has deficiencies, they email you a notice of deficiency and you resubmit for re-evaluation. If it is complete, they issue the zoning fee or order of payment and process the application for the Zoning Officer's and Zoning Administrator's signature. If the application does not conform with the City Zoning Ordinance, they prepare a notice of denial.

How it works

  1. 1Submit the required documents to CPDO-HHRD.

    The office then

    1. If the application meets all the requirements it is officially received. If it is incomplete or has deficiencies, HHRD staff issue a notice of deficiency and re-evaluate what you resubmit. HHRD then endorses the application to the City Legal Office and the City Engineer's Office for comments and recommendations; if it comes back with findings, the deficiencies are sent to you for compliance. HHRD conducts an ocular inspection, prepares an inspection report, endorses findings to you if anything needs clarifying, then prepares an endorsement letter to the City Mayor's Office for endorsement to the Sangguniang Panlungsod. HHRD staff attend the SP committee hearing and recommend approval. On receiving the SP resolution approving the application, HHRD issues the order of payment and prepares the marking of the plan for the signature of the CPDC and the City Mayor. The City Mayor's Office endorses the approved PALC to CPDO and HHRD tells you it is ready to claim.

    1. The CPDC acknowledges the letter and refers it to the Special Projects Division. The Division Chief assigns the task to technical staff. If the request calls for an interview, SPD schedules a date by letter and sends it back to you to confirm. If you want copies of documents, studies or maps, or electronic files on a USB or portable hard drive, SPD issues an order of payment and tells you to settle it at the City Treasurer's Office. SPD staff then prepare the documents or transfer the electronic copies, tell you the transaction has ended, and ask you to fill up the Client Satisfaction Measurement Report Form at the CPDO Public Assistance and Complaint Desk.

After you pay they record the official receipt, prepare and process the certification for the review and signature of the Assistant City Planning and Development Coordinator and the CPDC, and you receive it at the office or by email.

The office runs six divisions and each charter page is badged with the one that owns the service: Administrative, Zoning, Housing and Homesite Regulation (HHRD), Plans and Programs (PPD), Special Projects (SPD) and Research and Statistics (RESD). The charter names a Zoning Officer II as Ar. Jessica O. Rañeses and a Research and Statistics PEO III as Jessica R. Rañeses. Whether these are two people or one name spelled two ways has not been confirmed, so both are listed as printed. The City Mayor appears in the responsible-person column of three services as the approving authority. He is not CPDO staff and so is named by office rather than listed here.

Feedback and complaints

Call 742-0821, email legazpicpdo@gmail.com, or fill up the Feedback Form. Clients are given a form for each service they use. The office is on the 2nd floor of the City Hall building.

The assigned officer collects the forms at the end of the transaction day and submits them to the Administrative Officer for recording. They are collated quarterly and averaged into the rating clients gave for each service, presented as the Client Satisfaction Measurement Report, then submitted to the City Human Resource Management Office for the Harmonized CSM Report that goes to the Anti-Red Tape Authority. Complaints may be filed in writing or in person: write to the City Planning and Development Coordinator, email jocelyncodorniz29@gmail.com, or call or text 0919-841-3056. The head of office asks the officer concerned to verify the complaint, then acts on it as a light or grave offence depending on what was done, with the City Human Resource Management Office applying sanctions where it assists. A client who asks for the action in writing is given it.
