WCAG 2.1 Level AA Partially conformant

Our Commitment

BetterLegazpi is committed to ensuring digital accessibility for people with disabilities. We aim for WCAG 2.1 Level AA across the whole site and test every page against it automatically, in both themes and at phone and desktop widths. We describe the site as partially conformant rather than conformant, because a few pages still fail that standard. They are listed under Known Limitations below, and naming them is how we hold ourselves to fixing them.

Known Limitations

We test every page of this site automatically against WCAG 2.1 Level A and AA, in both light and dark themes and at both phone and desktop widths. These are the pages that do not pass yet, as of August 29, 2026:

  • Government and City Officials pages: some text does not have enough contrast against its background, in both themes.
  • News page: some text does not have enough contrast in dark theme. The light theme passes.
  • Offline page (shown when you have no connection): the same dark theme contrast problem.
  • Documents we link to that are published by other offices, mainly PDFs, are outside our control and are often not readable by screen readers.
  • Content embedded from other sites, such as posts from the city's Facebook page, follows that site's accessibility, not ours.

Everything else we test passes. If you find a problem that is not listed here, please tell us using the contact details below: an unlisted problem is one we do not know about.
