How it works

  1. 1Log in to legazpi.gov.ph, go to Online Services then Services, click "new business application", specify the required information, fill out the Unified Application Form, attach the required documents as PDF or image files, and review the information before submitting. When the application is approved a notification about the Tax Order of Payment reaches you by email or text.

    The office then

    1. On receiving the complete requirements the Action Officer processes the application and sends the Tax Order of Payment or Assessment Record by email or text. If the application is not eligible you are given a notice of deficiency for compliance. The Action Officer emails a Feedback Form to be submitted when you claim the permit, and advises you to pay through Land Bank, DBP, GCash or Paymaya following the instructions on the city website, or at the City Treasurer's Office payment area.

  2. 2To pay online, type the application number found on the Tax Order of Payment into the required space, fill in the payment details and click "Pay Now" to choose a payment type. To pay in person, bring the Tax Order of Payment to the City Treasurer's Office.

    The office then

    1. If you paid online, Land Bank, DBP staff, GCash and Paymaya process the payment. If you paid at the City Treasurer's Office, the Revenue Collection Officer processes it and issues the official receipt.

Once the City Mayor's Office approves, the Action Officer emails an electronic copy of the business permit after receiving the accomplished feedback form, or tells you to claim it at BPLO Lane 9. The Lane 9 Action Officer releases the permit on submission of the accomplished customer's feedback form and, where a representative is claiming, an authorization letter.

  1. 1Present the requirements for verification, proceed to the defined inspection area, then return to the BPLO and submit the vehicle inspection report to the receiving officer. Your original documents are returned after verification.

    The office then

    1. The Action Officer verifies the requirements and gives you a vehicle inspection report form and directions to the inspection area. PSO or designated tricycle operators inspect the unit for roadworthiness. The Action Officer then verifies the inspection report and gives you the assessment or order of payment with a feedback form to submit when you claim the permit, and advises you to pay at the CTO.

This charter names the officer manning each lane, so its process tables carry lane numbers as well as positions. The office head is named only in the complaints section. The charter spells one surname both Ranola and Rañola on different pages. Rañola is used here.

Feedback and complaints

The assigned officer collects the forms at the end of each transaction day and submits them to the Administrative Officer for recording. They are collated quarterly and averaged into the rating clients gave for each service, presented as the Client Satisfaction Measurement Report, then submitted to the City Human Resource Management Office for the Harmonized CSM Report that goes to the Anti-Red Tape Authority. Complaints may be filed in writing or in person: write to the head of office, email legbplo@gmail.com, or call or text 0915-872-7722. The head of office asks the officer concerned to verify the complaint, then acts on it as a light or grave offence depending on what was done, with the City Human Resource Management Office applying sanctions where it is called on to assist. A client who asks for the action in writing is given it.
