ABE is published under the City Mayor's Office. Its charter is shorter than the ARTA format the other offices use: it gives who may avail, requirements, client steps, agency action, fees and responsible personnel, but no office or division, classification or transaction type.

Feedback and complaints

Feedback and complaints may be filed with the ABE Division at Gogon, Legazpi City, by mobile on 0927 720 0359, or by email.

The division's performance pledge, integrated into the city's broader charter, is to serve farmers and fisherfolk by applying engineering principles to improve agriculture, food production, natural resources and environmental management.
